I allude to the penitentiary system, which you seemed to think, and I fear truly, is in a degree at least to be abandoned here, to what extent a change is contemplated by the plan of the new penitentiary, which you visited, I am not precisely informed (...) As you have had frequent opportunities, at different periods of your eventful life, to observe the effects on the body as well as the intellect of the prisoner (...)
