Signed by Freeling, colonial secretary. Stamp Philippe van Heurck.Enclosed : Russell - Aut. signed document, Saint James, 29/03/1860, 2 pp. on 2 ff., folio, red wax paper seal. Countersigned by Mitchell, chief clerck of the secretary office at Gibraltar. "We [= Queen Victoria] having therefore approved of the said Mariano de la Roca as consul for our said good sister".
