fondateur (avec Hodgson Pratt) de l’International Arbitration and Peace Association. L.A.S. et L.S., Londres janvier-mai 1881 (6 p. ½ in-4 à en-tête de l’International Arbitration and Peace Association). Longue lettre évoquant les activités de l’IAPA et ses divergences de vues avec Lemonnier, le premier meeting qui eut lieu le 13 août 1880 et le nombre d’adhésions qui s’est accru pour arriver à 1500 ; il propose à Lemonnier de devenir l’un des vice-présidents. En mai, il regrette de n’avoir pas reçu les États-Unis d’Europe de Lemonnier. Stanley MATTHEWS (1824-1889) juge américain à la Supreme Court. L.A.S., Washington 16 novembre 1881 (2 p. in-8 à son chiffre) Il accuse réception des brochures de Lemonnier et envoie les coordonnées de quelques personnes pouvant être intéressées par sa cause. « You will observe that what I say in reference to the subject of International arbitration, is incidental and not by way of a full and formal treatment of so fruitful a theme.
